Massachusetts Native Americans Overview

Massachusetts is home to several Native American tribes with rich histories, cultures, and ongoing contributions to the region. While many tribal communities once populated the land now called Massachusetts, the following are among the most historically and culturally significant:

  • Wampanoag: Primarily in southeastern Massachusetts, Cape Cod, Martha’s Vineyard, and the surrounding islands. Recognized groups include the Mashpee Wampanoag Tribe and the Wampanoag Tribe of Gay Head (Aquinnah). Best known for early interactions with the Pilgrims, including the First Thanksgiving narrative. Their cultural practices, language revitalization efforts, and commitment to preserving ancestral lands continue today.
  • Massachusett: Originating around Massachusetts Bay, giving the state its name. Their name (“people of the great hills”) directly inspired the name “Massachusetts.” Despite dramatic population decline due to colonial settlement and disease, descendants continue cultural preservation.
  • Nipmuc: Central Massachusetts, as well as parts of Connecticut and Rhode Island. Played a major role in regional alliances and conflicts, including King Philip’s War (1675–1676). Modern-day Nipmuc communities strive to maintain their heritage and language, with efforts focused on education and cultural events.
  • Pocumtuc: Primarily in the Connecticut River Valley of western Massachusetts. Skilled agriculturalists and traders who significantly influenced regional trade networks. Over time, many Pocumtuc either merged with other tribes or relocated to avoid colonial pressures.
  • Other Related TribesSmaller or less widely known communities—such as the Nauset (Cape Cod area)—have largely intermingled with the Wampanoag, yet retain unique local histories and family lineages.

These tribes’ continued presence and cultural resilience reflect a deep connection to the land and highlight an enduring legacy that shapes Massachusetts’ identity and honors the region’s Native American heritage.

HUD 184 Mortgage Program Background and Purpose

The Section 184 Indian Home Loan Guarantee Program addresses critical barriers to Native American homeownership by providing a federal loan guarantee that mitigates traditional lending risks. Established in 1992, the program tackles significant challenges in mortgage financing for Native American communities, particularly on tribal lands.

Historically, Native Americans faced unique obstacles in securing home loans due to complex land ownership regulations. Trust lands cannot be mortgaged directly, and properties require Bureau of Indian Affairs approval for liens, which has deterred many lenders from offering financing to Native American borrowers.

The program bridges this gap by partnering with private lenders, tribal governments, and housing agencies to expand mortgage access. Its federal guarantee reduces lending risks, enabling Native American families to access private funding that was previously unavailable. Eligible participants include American Indian and Alaska Native families, Alaska Villages, Tribes, and Tribally Designated Housing Entities.

By facilitating more accessible mortgage options, Section 184 supports sustainable homeownership and contributes to economic development in Native American communities. The program addresses historical financial inequities by providing a targeted solution that recognizes the unique legal and economic contexts of Native American land ownership.

The loan guarantee extends across multiple regions, determined by participating tribes, creating opportunities for Native American families to invest in homeownership and build generational wealth through real estate.

Barriers to Homeownership in Indian Country

Much of the land in Indian country is held in trust by the U.S. government for the benefit of a particular tribe or individual Native Americans. Land held in trust for a tribe cannot be mortgaged, and land held in trust for an individual must receive federal approval before a lien is placed on the property. As a result, tribes, IHAs/TDHEs, and individual Native American families have historically had limited access to private mortgage capital.

The Section 184 Loan Guarantee Program

In 1992 Congress created a federal program specifically designed to address the lack of mortgage capital in Indian country. Under the provisions of Section 184 of the Housing and Community Development Act of 1992 and as amended under the provisions of the Native American Housing Assistance and Self-Determination Act of 1996, the U.S. Department of Housing and Urban Development (HUD) was authorized to guarantee loans made by private lenders to Native Americans, IHAs/TDHEs and tribes. The loan guarantee program is intended to increase the availability of mortgage lending on Indian reservations or designated Indian operating areas.
